Nah... Soviets back then had at least some kind of technology. Each SSR had contributed to developing something. Today Russia is on its own and they simply can't innovate. If you need proof, just look at their YotaPhone and AI.

Military and nuclear analysts regularly visit Croatian TV about war in Ukraine and they all agree Russia couldn't possibly develop new functional nuclear weapons and whatever technology they have is from the Soviet era. They mentioned multiple times, much of Russian nuclear arsenal isn't functional anymore as expiration date is long gone and Russia simply isn't able to keep up with maintenance costs.
