Military and nuclear analysts regularly visit Croatian TV about war in Ukraine and they all agree Russia couldn't possibly develope functional nuclear weapons and whatever of technology they have is from the Soviet era. They mentioned multiple times that much of the nuclear arsenal isn't functional anymore because expiration date is long gone and Russia simply isn't able to keep up with maintenance costs.
