Also, if these reports are accurate, given their fairly general nature, this may not be good for Russians who disagree with Putin. Simply put, just another government considering a new strategy and tactics to repress and restrict. Nothing terribly new, since most countries do this in some form or other, to varying degrees. Some use marketing, some the gun. Communications? Already being restricted in many places.
