When i start my computer from shutdown it boots very quickly, whereas when i restart my pc it takes a lot time to boot up.

When Start Computer from shutdown windows boot screen rotates 2 time but when i restart my PC boot screen rotates nearly 4-5 times.

What could be the problem.
How can i solve this issue.

you have no problem !

first you have to know about windows 8/8.1 "Fast-Boot" feature , Fast Boot is also called Hybrid Boot; to be simple a mix between hibernation and shut down. Check Google about it.

when you shutdown your computer from the right side panel :

your system use Hybrid mode, so when you will power on your computer later, the boot will be very fast.

BUT

Hybrid Boot DO NOT apply if you do a Restart or use the "start menu" button:

i hope i was clear :D
