are you seeing this error when trying to run “cmd.exe" ?

Edit :- try these steps and report back

Step 1 :- it could be corrupted registry download a registry cleaner and clean your registry (Wise Regcleaner is a free tool you can download it ) restart and check it
if this fails
Step 2 :- download malwarebytes anti-malware and scan your pc for threats
Step 3 :- If you’re seeing the 0xc0000142 error from programs that you installed yourself then reinstall them (this step is not for System Applications )

if none of above works you have to repair your windows
