The proxy server is not responding - removal steps did not work

I am a long time PC user, not at all versed in virus security or removal. Thank you in advance for any help you can provide.

Read other search returns on this apparent virus but was reluctant to get into registry editing. Had McAfee installed last year, but have since switched to Comcast and was trying to download the free version of Norton Security Suite when I ran into this problem. Ran all your recommended cleaning steps with the various tools without success. Windows Defender is currently in place.

That being told, if any evidence of illegal OS, software, cracks/keygens or any other will be revealed, any further assistance will be suspended. If you are aware that there is this kind of stuff on your machine, remove it before proceeding!
The same applies to any use of P2P software: uTorrent, BitTorrent, Vuze, Kazaa, Ares... We don't provide any help for P2P, except for their removal. All P2P software has to be uninstalled or at least fully disabled before proceeding!
