I just recommend you use Mozilla Firefox instead of IE! You can fin all builds of it. Just click the blue Mozilla Firefox word.

may i ask why should enable UAC ?

many trojan bankers, rootkits, cryptolockers, ransomware (cryptowall),viruses like virut was able to avoid UAC, and dont need privileges to infecte Computer.
i think that is much better dont click on unknown attachments and programs instead every time when you start legit program confirm "yes"
in kaspersky apllication control settings for unknown apllications i set; move to the following group automatically : strict restriction
and network rule is set to block any network activity.
