Would Comodo Dragon be able to make use of this? I assume not because they both get it off the Chromium opensource and do there own tweaks, but then again CD says it's taken all the privacy stuff that Google has placed so this confuses me?

Any browser that renders WebP can take advantage of this, currently I believe only Chrome and Opera do.

I don't believe Chomium makes use of WebP but it's possible - if it does anything like Comodo Dragon will work with it.
