Well, in Italy the situation is decent.
The connection speed changes depending by the ISP but we are implementing the network infrastructure (for example optical fibre and LTE... but too expensive).

The censorship exists but It's not overwhelming, the illegal sites are closed or blocked by DNS block.
Anyone can start a blog and say his opinions on politics and government but if there aren't civil concepts, the blog is closed.
