I'm not really interested at all for VPN but there are lot's of good programs related for it others were free too.

You may try Hotspot Shield or you want addon for browser then try https://getcocoon.com/ (Cocoon VPN)

I use Hotspot sheild. Mainly i need to grab giveaways. So I use Hidemyass or country specific online proxy. Else I just get an active proxy and configure opera for a one time use.
Dont use proxy throughout as I am on a wired line and proxies generally do not offer good speeds. I have paid cyber ghost and after few months speed issues were there although they were resolved.
Actually I am not paranoid about being tracked online cuz I do nothing wrong.

Just an update, I checked my Comodo account and it's disappeared, the 10GB free version, so now I don't have any. I knew it was being discontinued (free version), but I didn't get any email of when.

I tried Cocoon for IE and it was horrible, too many Ad appearances and intrusive.

I have used HMA Web Proxy (Chrome extension), but I'm looking for a dedicated VPN service for Windows, any in-depth reviews (ie. w/ Privacy) would be great.

Without ad block, you would be annoyed, but with ad block, your good to go.
