Well, some people and governments actually do care and the country of origin decides, what laws applies to the user and how is the AV's telemetry handled.

Maybe people think if X AV is made in X country then its not trustworthy. I use Avast from Czhec Republic and im happy with it.

Couldn't agree more. If it's good quality software with high reputation, I don't care where it comes from. If it isn't, well... I still don't care where it comes from since I won't be using it.
