That's not good.
I am running Win10 Pro x64 and have not noticed this
My USB 3's all show up
My monitor is a 40in flat screen TV via HDMI cable, but its not showing listed like that in SafeMode.
My question would be, are they in use at the time you re-boot to SafeMode ? If not that may be
where the bug comes into play because mine are in-use and don't throw this error. Maybe its a bug
if they are vacant when entering SafeMode ? Try inserting something into them in normal boot then
leave it connected then re-boot into safemode and see if you get the same error. I will boot to safemode
again real quick with mine empty and lets see what happens

So much for that Idea:

I kind of figured my monitor would show up seeing what I am using, but no issues with my USB ports.
I am not sure what may be causing that, if your drivers are up to date and working in normal mode I would not sweat it much.
Did you try inserting something into them while in safemode ? that may force them to be seen. Weird

It is only a problem when your USB ports and Display stop working. In Safe mode, only limited Windows functions run. Have you checked on normal boot?

in normal mode everything works fine.
data transfer speed is at fastest speed possible.

The problem started only with the windows 10 version 1607
This windows is clean installed ( no upgrade ) from official iso.
