Microsoft has released Patch Tuesday updates for Windows 11 23H2, 22H2, and 21H2. The 23H2 and 22H2 versions' update is delivered via KB5040442, while the 21H2 update is KB5040431. You will be on build versions 22621.3880, 22631.3880, and 22000.3079, respectively, after applying the update.

Here's what's new:

23H2 and 22H2

Highlights

Below is a summary of the key issues that this update addresses when you install this KB. If there are new features, it lists them as well.
  • Taskbar (known issue) You might not be able to view or interact with the taskbar after you install KB5039302. This issue occurs on devices that run the Windows N edition. This edition is like other editions but lacks most media-related tools. The issue also occurs if you turn off “Media Features” from the Control Panel.

Improvements

Windows 11, version 23H2
Important:
Use EKB KB5027397 to update to Windows 11, version 23H2.
This security update includes quality improvements. Key changes include:
  • This build includes all the improvements in Windows 11, version 22H2.
  • No additional issues are documented for this release.
Windows 11, version 22H2
This security update includes improvements that were a part of update KB5039302 (released June 25, 2024). Below is a summary of the key issues that this update addresses when you install this KB. If there are new features, it lists them as well.
  • Windows Installer. When it repairs an application, the User Account Control (UAC) does not prompt for your credentials. After you install this update, the UAC will prompt for them. Because of this, you might have to update your automation scripts. Do this by adding the Shield icon. It indicates that the process requires full administrator access. To turn off the UAC prompt, set the HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer\DisableLUAInRepair registry value to 1. For more information, see:
  • Remote Desktop MultiPoint Server. A race condition causes the service to stop responding.
  • Remote Authentication Dial-In User Service (RADIUS) protocol. This issue is related to MD5 collisions. For more information, see KB5040268.
If you installed earlier updates, only the new updates contained in this package will be downloaded and installed on your device.
For more information about security vulnerabilities, please refer to the Security Update Guide website and the July 2024 Security Updates.

Microsoft fixed the bug breaking Windows 11 taskbar

At the end of June 2024, Microsoft confirmed an odd bug in certain Windows 11 editions and configurations. The company revealed that Windows N editions and regular versions with certain features turned off would suffer from a broken taskbar, causing it to stop responding or even appear on the screen. Now, the issue is finally fixed.

The problem with the taskbar mostly haunted customers of Windows N (a special SKU with certain media features disabled by default) and other editions with "Media Features" disabled in the Control Panel. In the official release notes for KB5040442, Windows 11's July 2024 Patch Tuesday updates, Microsoft confirmed that the taskbar should be working again.

KB5040442 / KB5040427: Microsoft confirms Windows PCs boot into BitLocker recovery

Microsoft, on the second Tuesday of this month, released July 2024 Patch Tuesday updates for Windows 10 (KB5040427 / KB5040430 / KB5040434 / KB5040448), Windows 11 21H2/ 22H2 / 23H2 (KB5040442 / KB5040431) and Windows 11 24H2 (KB5040435).

Alongside security fixes, these Patches often introduce major bugs. With the July Update Tuesday, Microsoft has now confirmed that several versions of Windows, both client (Windows 10 /11) and Server, are affected by a BitLocker-related bug wherein a user PC will be stuck at a BitLocker recovery screen when booting up the system post installation of the Patch Tuesday update.

On its Windows health dashboard, describing the problem, Microsoft writes:
After installing the July 2024 Windows security update, released July 9, 2024 (KB5040442 / KB5040427), you might see a BitLocker recovery screen upon booting your device. This screen does not commonly appear after a Windows update. You are more likely to face this issue if you have the Device Encryption option enabled in Settings under Privacy & Security -> Device encryption. Resulting from this issue, you might be prompted to enter the recovery key from your Microsoft account to unlock your drive.

Affected platforms:
  • Client: Windows 11 version 23H2, Windows 11 version 22H2, Windows 11 version 21H2, Windows 10 version 22H2, Windows 10 version 21H2.
  • Server: Windows Server 2022, Windows Server 2019, Windows Server 2016, Windows Server 2012 R2, Windows Server 2012, Windows Server 2008 R2, Windows Server 2008.

Just a quick heads up... After some recent update, Windows started showing me "tips" to get Microsoft 365 account on the lock screen. When I installed Windows 11, I specifically searched the entire settings section for those "tips, tricks, promotions, ads" garbage and unchecked it all. Apparently, either this is a new setting or it was enabled again by some update. So if you notice "tips" on your lock screen, you can disable those in lock screen settings.
