Briefly explain your current issue(s)

defender showing no apps

Steps taken to resolve, but have been unsuccessful

disabled defender and re-enabled it

I have noticed that the list to select the apps to allow is empty, I have just received 1903 update, how do I restore this functionality?

Have you tried:

netsh advfirewall reset

Also Windows Repair has some fix to restore its permissions, but I would start with SFC scan and RestoreHealth.
