What's the difference between high settings and max protection with the windows defender configure utility? Which setting should I use when setting it up for myself or a family's computer? is the (high) setting enough? or should I use max?

With that said, high setting advised for low maintenance reasons. Max will require more maintenance due to blocks, FPs, etc.depending on your installed apps/system setup. If you use Max make sure to change WSC > Visible unless you don't want anyone accessing settings.

I use High profile for family and friends and it's good: no calls.
