Would you choose 1.35 GHz Octa-core or 1.4 GHz Quad-core on a smartphone?

The former is the processor for the Samsung Galaxy J3 Orbit, and the latter is for the LG Rebel 4.

I'm buying my first smartphone. I'm not looking for a premium product or plan; I have other things I need to spend the money on now.

I recently got a new phone and I chose an octa-core over quad-core, all the other things were more or less identical.
If your case is quite the same for you, then I would suggest you to with the octa-core.
You may not need the octa-core's power right now, but because of OS and apps getting updated you will need more power in the future.

LG is known be weak at optimization despite having good chipset

my experience tells that having an octa-core processor will benefit everyone in 2019
Why? My galaxy S7 G930U snapdragon 820 has quadcore processor and the exynos variant has 8 cores
after upgrading to android 8, my phone has become a midrange phone instead of a flagship because the speed has decreased very noticeably. Meanwhile, everyone with exynos variant reported they noticed a performance boost and their phones were still fast

Galaxy S6, which also uses old exynos octa-core processor also received a performance boost after upgrading. Some people said S6 exynos on android 8 was even faster than S7 snapdragon on android 8

IMHO, having a quadcore in 2019 will cause a lot of trouble

how to test if they are good enough in 2019 or not:
- open google maps, latest version
- try to navigate from place A to B and notice the smoothness
- zoom in and out or drag around

my phone is super slow while doing these tasks
