Don't waste your time scanning with antivirus and anti malware programs. I said two times, your PC isn't infected. It is either infected network or infected Google account.

Yeah I thought so. thankyou. I will leave the google account. Is there any action I can take if it is the network?

Test first if everything is okay without Google account and then we'll see.

Just had a popup of the same vein appear in my Steam Browser. A fake flash player is out of date one. Any ideas?

I don't have more ideas. If you wiped your computer, then I really don't know how it returns, except that it is a infected network.

Did you completely wipe your System? Did you do a fresh Steam install or some kind of restoring of files from backup?
