Fix a Windows 11 webcam that works in one app but not another

If the Camera app shows an image while a meeting app does not, the webcam is probably not completely dead. Windows 11 controls camera access at several levels, and a browser or desktop app may also have its own selector and site permission. Microsoft notes that desktop apps do not always appear as individual switches in the Store-app permission list. The useful goal is to find which layer blocks the one failing workflow, without globally granting camera access to every app.

Before you start​

Confirm the camera's physical shutter or function key is open. Note whether the camera is built in or USB, whether Windows Camera works, and which specific app or website fails. For a privacy-sensitive setting, keep a record of who had access before changing toggles. If the PC is managed, some controls may be greyed out by policy.

Do it step by step​

1. Open the built-in Camera app. If it works, keep that fact: the sensor and at least one Windows access path function. If it fails, run Windows' camera troubleshooter through Get Help and inspect the physical switch.
2. Go to Settings > Privacy & security > Camera. Verify Camera access and Let apps access your camera. For a Microsoft Store app, inspect its individual toggle; for a traditional desktop app or browser, inspect Let desktop apps access your camera.
3. Open the failing app's video settings and select the intended camera. In a browser, check the site's camera permission in browser settings and the address-bar prompt; a Windows-wide toggle cannot override a site-level denial.
4. Close competing apps that may be holding the camera, restart the affected app and test a preview. If the camera disappears in every app, inspect Device Manager and Windows Update, recording the current driver before rollback or reinstall.
5. If the issue began directly after a driver update, use the camera's Roll Back Driver option if available or follow Microsoft's documented reinstall route. On some USB webcams, the in-box UVC driver can help but may lose vendor-specific features.
6. After repair, test a video call preview and then restore the minimum permissions you actually want. Close the app and confirm the camera-use indicator is off.

Check the result​

The failing app shows a preview and can join a test call, while unrelated apps remain denied if that was your preference. Windows Camera still works after restart.

If something goes wrong​

A greyed-out permission control usually needs administrator or organization action. A browser site may be denied even when Windows permits the browser. If the physical shutter is closed, no driver change will expose an image.

Know the limit​

Decision checkpoint​

For a browser meeting, a successful test in another browser is a useful comparison but not permission to leave every browser and site enabled. Return to the original browser's site settings after the test. A privacy control should be widened only enough for the specific app that needs the camera.
