Google's recovery process asks questions about an account and may use contextual signals from a device, browser and location previously associated with it. Using a familiar environment can help, but it is not a secret bypass or a guarantee.

A locked-out owner tries recovery from a new VPN location and unfamiliar browser, then changes passwords they remember at random. A calmer attempt from their usual laptop and home connection with accurate answers is more consistent with Google's guidance.
What to do
Start from the official Google sign-in page, answer carefully and monitor the recovery email you control. Do not give a third party codes, passwords or remote access to 'improve the signal.'
The distinction that matters
