What it means
A money request or invoice can appear in PayPal Activity before you approve any payment. A completed payment is a posted transaction that has moved funds or charged a funding source. Scammers exploit the visual similarity by writing an alarming note that claims a large charge has already happened. PayPal explicitly tells recipients not to pay unfamiliar requests or call numbers in invoice notes. Confirm status inside your own PayPal account and against the linked bank or card.
A real-world example
A person receives an invoice saying a laptop purchase is being charged and must call within an hour. In Activity it is only Awaiting payment; the bank app shows no debit. Calling the listed number would create the scammer's opportunity.
What to do
Open the official PayPal app, find the request, decline or cancel it and report it. If a payment actually posted, select that completed item and use the Resolution Center reason matching the facts. Ignore the invoice's phone number and links.
The distinction that matters
Declining a request is not a refund because there was no payment to return. Reporting it is distinct from declining it. A forged email may not correspond to any PayPal Activity item at all. A real PayPal-generated request can still contain fraudulent seller-written text. If you entered account credentials on a linked page, securing the login and email is a separate task. Never pay a small verification amount to make a request disappear.
