Report an eBay seller versus open an order case

What it means​

Reporting a seller or listing asks eBay to review suspected policy violations. An order case, such as item not received or item not as described, seeks resolution for your specific purchase and follows its own deadlines. eBay's seller-report help explicitly directs buyers with a missing, damaged or incorrect item to the order-specific return or missing-item buttons rather than the generic report form.

A real-world example​

A seller advertises a counterfeit item. A visitor who did not buy it can report the listing. A buyer who received a different product should also open the applicable order request; a generic report alone may not start a refund process.

What to do​

For a completed purchase, locate it in Purchase history and select the precise problem. Preserve listing photos, tracking and Messages. Report clear platform abuse separately if it affects others, using the most accurate policy reason.

The distinction that matters​

A report may lead to enforcement but is not a refund request, and an order case may resolve your purchase without reviewing every misleading listing. Neither route guarantees an outcome.
