Why Android restricts it
Some sensitive settings are harder to enable for apps installed outside a trusted store. Android uses this friction because harmful apps may ask for broad access after a deceptive download. One example is Accessibility, which can let an app read on-screen content and interact with other apps on your behalf.
Example
A supposed voicemail app instructs you to open its app information and choose
Allow restricted settings. That request is unusual for simply playing a message. Stop, check the provider independently and remove the app if its origin or purpose is doubtful. Google's
restricted-settings guide describes the warning and notes that legitimate assistive apps may need such access.
A useful rule
Do not bypass the restriction to silence an error or satisfy a caller. If you already did, revoke the sensitive access first, then uninstall the app and review accounts it may have observed. Menu names vary by Android version.
