What it means
Smart App Control's Evaluation state checks whether the feature fits how a Windows 11 PC is used without blocking applications. On uses cloud reputation and signatures to block untrusted apps. Off does not issue those Smart App Control blocks. Some Windows builds and device policies limit changing states, while recent Microsoft guidance says re-enabling may now be possible without reinstalling on eligible updated devices. Read the current Windows dialog before changing anything.
A real-world example
A developer sees Evaluation and assumes a test utility was approved because it ran. In fact Evaluation did not block it. Later the PC switches to On and the same unsigned utility is stopped.
What to do
Check the actual state under Windows Security, App & browser control. Investigate a blocked app's publisher and signature. Prefer a signed current build or supported alternative over switching the whole protection off.
The distinction that matters
There is no per-app Smart App Control bypass according to Microsoft. A valid signature is one trust input, not a guarantee of safe behavior. Antivirus and SmartScreen remain distinct layers. Off should not be interpreted as evidence that previously run apps were scanned and cleared. On a work PC, policy may control availability and the reason for Off, so ask the administrator before changing the setting or using a different installer.
