Check apps and files setting evaluates apps and files, while Edge uses SmartScreen for web and download warnings. A low-reputation warning is not identical to a confirmed malware detection.

You download a new, little-known tool. Windows warns that it is unfamiliar. The prudent response is to verify its publisher, purpose and official download location before running it, not to switch off all reputation protection. Microsoft's

The limit
A file without a warning can still be harmful, especially if it is new or targeted. A warning can also be mistaken. Treat it as evidence to investigate alongside the file's origin and signature. Do not assume a copied Windows-looking pop-up on a website is a real SmartScreen alert. Open Windows Security yourself to confirm the event.
