What it means
Telegram lets you control who sees the phone number and, in its privacy settings, who can find the account by number. A public username or a shared group can make the profile reachable without showing the number. Telegram also notes that a person who already knows and saved your number can still know it. Visibility, discovery and prior knowledge are separate questions.

A member hides their number from strangers but retains a public username. Someone from a shared group can still open their profile and send a message even though the phone digits are not displayed.

The distinction that matters
This setting does not erase old address books, screenshots or data-broker records. Removing a public username may reduce one discovery path but can disrupt legitimate contacts who use it. Blocking an abusive user and reporting threats are separate actions. If physical safety is at issue, consider evidence preservation and trusted local support rather than relying on a single app toggle. A fresh number requires a separate account-number change process.
