What it means
A private TikTok account requires follower approval for most profile content and blocks downloads and certain reuse options under TikTok's current rules. The Video downloads setting on an eligible public account controls the platform's download feature but does not make the post private; others may still view it or share its link. A private account also leaves the name, username and profile photo visible to others.
A real-world example
A creator turns Video downloads off after posting a public clip and thinks only friends can now see it. The video remains public; the switch restricts TikTok's saving feature, and old downloaded copies may still exist on other phones.
What to do
Check Private account and each post's audience before sharing sensitive content. Then inspect Downloads, Duet and Stitch permissions separately. For a teen, verify the real age-based defaults: some download controls are off and unavailable by design.
The distinction that matters
Neither setting can stop a screen recording or recall a file already saved. An approved follower can still share what they saw. Restricting download is useful friction; privacy depends mainly on choosing the audience and avoiding posting details you cannot safely make public.
