What it means
A trusted phone number can receive verification codes by text or call. A trusted device is an Apple device already signed in with the account and can display verification prompts or support account security operations. Losing a phone may affect both, but they are not identical: a number can move to a new SIM, while a device remains a specific signed-in endpoint. Recycled numbers and abandoned devices create different exposure paths.
A real-world example
A person changes carriers and gives up an old number while keeping their iPad. The iPad still receives account prompts, but the obsolete number remains on the account and may eventually be assigned to someone else. Both lists need review.
What to do
Keep at least one reachable controlled number and regularly inspect the device list. Verify a new number before removing an old one. If an unfamiliar device appears, remove it through official settings and secure the account.
The distinction that matters
A phone number is not a secret and SMS can be affected by carrier fraud. A trusted device is not safe when its passcode is known to someone else. Recovery keys and Advanced Data Protection can further change the account-recovery path, so document the combination you actually use.
