The file reputation should be known now after the release of version 24.6.1 from June 27, 2024.
You could try downloading the same file via Microsoft Edge as there is no Google Safe Browsing, after that uploading the file to VT...

Software Policy and MWFC.

I am guessing MWFC is Malwarebytes Windows Firewall Control, that can't do this. Maybe one of your Software Policies is causing this
