yes, It's up to date, Win 7 Pro 64

Sounds like a Windows 7 stuff. "Don't show me this again" should work for you.

yes my W7 is up to date,
KFA 2019? can I update to 2019 within the app or I shall reinstall the app? because it's still 18.0.0.405 when I download the installer. or maybe my region will receive it late

You may try to install over KFA2018, it should work, but better to uninstall and clean install the new one 2019...
