It really depends on what are your needs when editing PDFs. For simple edition, such as replacing text or moving pictures around most PDF editors will do what you need. For advanced editing there is nothing better than Adobe. It's also the best to convert files to/from PDF.

For OCR, Abbyy FineReader is stellar. It converts into various file formats.
I have English language scanned pages interspersed with words and phrases in Hebrew characters, and it is the only program I know that can handle it.

I used for so many years Acrobat, because I had it thanks to the university I work. A month ago, they didnt renew Acrobat license, so I had to search one software for myself. Finally, I chose Foxit, because I saw it is very complete and quite cheaper. Today I'm very happy with it, It is very powerful, and everything I need I had in Acrobat, I have in foxit too. I recommend it a lot.
