They are all safe to use, but I prefer Advanced SystemCare to the others. However, I think you should have a look at Kerish Doctor.

None, get better hardware.

Seriously, all-in-one solutions are mostly full of bloat and other crap no one uses. Not to mention a possibility of upsell Ads or Subscriptions.

Stick to a few much needed tools and you're sorted.

Check your autostart entries and disable some effects on Windows. Brings more than a tune up suite. To clean up, I suggest BleachBit. My favourite tool and finds a lot, because the community is very strongly involved.
Change your antivirus, maybe. Kaspersky is not lightweight.

Wise Care 365, Wise Disk Cleaner, Bleachbit & CCleaner would be better alternatives then the one mentioned by the OP. But again use the ones you are more comfortable with or may have used now or before¬
