CNN's sources claim the US nearly attacked a Chinese ship it believed was carrying nuclear weapon components.
A false, partially AI-generated intelligence report nearly prompted the US military to attack a Chinese ship in the Middle East, CNN reports. The incident "almost started a war," according to a source cited in the report, and highlights the risks of incorporating AI into the sensitive work of the US Department of Defense.

The assessment was put together by a special operations command analyst who asked an AI chatbot about the Chinese ship's manifest. According to CNN, the chatbot combined "open-source intelligence with secret signals intelligence" to conclude that the ship contained the "components of a nuclear weapons program" — a claim that nearly led the military to apprehend the ship until officials found out it was AI-generated.

CNN wasn't able to find out what the ship was actually carrying or what AI tool, whether commercial or designed for the US government, the analyst used. Given the Department of Defense's push to adopt AI overall, there are potentially several options.

In January, Secretary of Defense Pete Hegseth published a memo directing the DoD to become "AI-first" and experiment with models from leading US AI companies. That didn't work out quite as planned with Anthropic, who refused to let the military use its models for the development of autonomous weapons, and was briefly banned by the government, but it has led to several other AI partnerships. For example, SpaceXAI reportedly struck a deal to let the military use Grok in February, and NVIDIA, Microsoft and Amazon entered into a partnership to offer their AI technologies to the DoD in May. These kinds of government deals are lucrative, which is why companies pursue them. But helping spread AI adoption clearly carries risks that normal enterprise software doesn't.

Officials reportedly discovered the AI involvement before the ship was intercepted.

If accurate, that points to several control failures:

  • Unsupported synthesis: Language models can produce a coherent conclusion even when the underlying evidence is incomplete or contradictory.
  • Lost provenance: Every significant claim should remain traceable to an original intelligence source, with its confidence and limitations intact.
  • Automation bias: A polished report can appear more authoritative than the evidence deserves.
  • Weak review: Intelligence supporting military action should receive independent human and source-level verification, regardless of whether AI helped draft it.

The dangerous part is therefore not simply that “AI hallucinated.” It is that an unverified model-generated conclusion reportedly travelled far enough through a human command process to influence possible action. A chatbot with institutional formatting is still a chatbot; adding classification markings does not give it judgment.

What remains unverified​

The account leaves major questions unanswered: the model has not been identified, the ship’s actual cargo was not established in the quoted reporting, and there is no public Defense Department response included here.

That means we cannot presently determine whether the model invented evidence, misinterpreted genuine evidence, merged unrelated records, or merely amplified a mistaken analyst assumption. Likewise, “almost started a war” is a source’s characterization, not a documented outcome with a publicly established sequence of authorization steps.

Those gaps do not make the alleged incident harmless. They do mean the strongest version of the headline should be treated cautiously until primary documentation or an official investigation supplies the missing chain of events.

The practical lesson​

AI can be useful for searching, translation, summarization and identifying leads, but conclusions that may trigger force need stricter safeguards:

  1. Require citations down to the original record, not citations generated by the model.
  2. Separate sourced facts from model inference in the finished assessment.
  3. Have another analyst independently reconstruct the conclusion without the AI output.
  4. Block unsupported claims from entering operational decision systems.
  5. Log prompts, retrieved material, model version and edits so reviewers can audit how the conclusion arose.

“Human in the loop” is not enough if the human merely approves persuasive prose. The human must be able to verify the evidence and reject the model’s reasoning. In military intelligence, that distinction is rather more consequential than fixing an embarrassing chatbot answer after publication.
