Good morning all. I have a Dept of Justice virus I can't remove. Tried hitman pro and other removal suggestions. My computer will not start in safe mode. Have used flashdrives and tried rescue disk (Kaspersky) but I can't even access the internet now. any suggestions besides the trash can

Can't get to system restore because desktop is blocked. will not start in safe mode either. tried booting from usb flash drive and downloaded malware removal disk but no go. Thanks
