I use Google Chrome and i want to lock the extensions folders so that i cant disable the pornography filter on my pc is there anyway to do this without gimping the extensions in the browser making them broken

Why not use a DNS based filter, or software installed to Program Files? Browser extensions can easily be removed as they don't require admin privileges.

Actually the one you wanted to happen is impossible so far but according to this forum link , you may force to not uninstall and disable extension however such different thing purpose.

@jamescv7 cant see that cos ive blocked all search engines as im a very paranoid person if you can justl ink the text here please unless its a giant wall of text

You could use a more powerful system-level method, such as the free K9, which will control all browsers.
