Avast Free/Pro/IS/AP?

What modules you install?

I use Avast Free & IS.

Free
File Shield
Web Shield

IS
File Shield
Web Shield
Firewall
Safe Zone
Sandbox

I use default settings.
PUP enabled & HTTPS under WebShield disabled.

File Shield is enough, do not install webshield also you do not need many of bundled tools with it. They use those tool to advertise their products.
In IS installation, you again do not need webshield. Webshields are useless in my opinion. You can make some research about it on google.
Other features I never tried.

avast webshield is good to have. it have scriptblock etc,its not a simple website blacklist blocking. if u dont use hardernmode u can install ng,nice extra protection/detection. but if u use hardernmode u dont need ng otherwithe all what u listen is enough. the other options are just bloatware.

In my opinion, WebShield is useless if the protection mechanism is the same as FileShield i.e FS & WS provides the same protection.

But if the protection mechanism is different & provides different protection, dont you think its useful?
Like WebProtection may provide Phishing protection, advanced mechanism for malware protection, etc...

Do you think Avast FS & WS uses the same mechanism & provides the same protection?

Couple months or year or 2 back, I did a test for personal review on Avast FS, WS & NS?
Tested with many malware urls.

The results were
Whatever WebShield detected, FileShield detected too. There was not a single url that WS detected & FS missed.

NetworkShield detected few urls that FS missed.

Avast webshield is not powerfull like the others, use Bitdefender Trafficlight and uncheck the Avast Webshield. ;)
Fileshield is my way. But your choice :)

What you recommend between Norton & Bd i.e Norton DNS/Norton Safe Web addon & Bd TL?

You can use both. I never tried Norton things. But I can say BD TL is very good on Phishing & Malware site protection.
I checked Bd site.
BdTL is not for IE.
My family members use IE, dont use other browsers.

Why? Other browsers (Chrome, Firefox etc.) are better and more secure than IE.
In my opinion, other browsers are modifiable. Think about installing alternative browsers.
If you do not want, you can use Norton DNS adresses.

I have Chrome installed & Firefox portable.
But they use IE.

Currently I am trying Norton DNS with porn block.

Then, do not change their habits :) Norton DNS will be good. Also do not forget enabling smartscreen ;)
Smartscreen is enabled.
Norton DNS is working fine.

I prefer to avoid addons.
I have only 1 addon AdblockPlus with only ads blocking enabled.

In my view; some instances that Web Shield and File Shield have a little bit different in function where one of the components cannot detect a threat (e.g URL link blocked but file undetected which vice versa)

So File and Web Shield may contains vital function and as its enforced in Free version why not include it for your installation? It just make a doubt that Avast cannot save you from their techniques. ;)
