What you meant was a full photo suite? like Picasa, Windows Live Photo Gallery, Jet Photo Studio, Zoner Free Studio, XnView, etc.
On the poll you have a mixture of other software which are basically only viewers.

Actually all software's except Windows default viewer, has good viewing capabilities with photo organization, coupled with basic editing features that most people need.

Windows Viewer is sufficient to me.

To edit the photos, I use free online software only:
Mostly: pixlr.com express: http://pixlr.com/express/
For animated gif's:
Lunapic mostly: http://www171.lunapic.com/editor/ , or
webresizer: http://www.webresizer.com/
ezimba (= iaza): http://www.ezimba.com/index-ln.html

I saw other free online good image editors:
SUMO Paint: http://www.sumoware.com/home/
Cellsea: http://www.cellsea.com/media/index.htm
Myimager.com: http://www.myimager.com/
Free Online Image Editor: http://www.online-image-editor.com/

Gimp is the best free stuff (aka photoshop for free)
