It seems not to, leaving the way for adding custom lists, which I think is a good think in case ublock origin itself is no longer supported due to manifest changes? Is there even a way to turn the module off?

Click on the shield icon, select Global defaults and there is a toggle switch next to Load manager.

I also submitted this as a bug to catsxp, but would you have any idea as to why is it that when you hover over the url bar in catsxp, the url bar expands? This also creates an issue because sometimes it does not 'unexpand' after moving mouse away, causing a bit of web content to be blocked.

Sorry, to clarify, when you move your mouse over the address bar yours does not expand, or is it that yours also expands but always ‘unexpands’ after you move your mouse away?

It never expands.
