CCleaner Scheduled Tasks (can I disable and delete both and what are these tasks explanation please) -

Things to disable here from IE for some improvements or if not to disable any please explain -

I have no idea about the registry error.
The second one is about the skipping of the UAC prompt if you have an admin account.
Disable what you don't want from the IE/Chrome tab. If you face an issue re enable them. I have never noticed these tabs in CCleaner. Should be given a try.

About IE, I find nothing is needed. Maybe you want to keep the ones for IDM.

In Chrome, this is nothing different from the managing of apps and extensions from Chrome itself. Disable what you don't want.

Start-Up Scheduled Items
- CCleanerSkipUAC - Skips the UAC prompt, can be turned off in the Settings.
- Optimise Start Menu Cache - Scheduled by Windows 8, most likely related to the new Start Screen.

Internet Explorer Items
- Lync - Used by SMB, Lync requires Office 365 (subscription/paid services) also can disable OneNote , SkyDrive , Office Document Cache, if not used.

How to Access via Browser : Internet Options > Programs > Manage Add-ons

Chrome Items
These are the Extensions and Apps YOU have installed when using Google Chrome.

I use to use a program that had a registry entry detected by CCleaner. Like in your case, it would be back after a reboot if I deleted. The program was a good program and it would recreate the registry entry after a reboot otherwise it would not work properly.

What I would do if I was you is find out to what program that entry belongs to. If is a good program and you like to keep it, exclude the entry from being cleaned by CCleaner.

not after reboot mate it comes even if I fix it hundreds of times without rebooting my PC and yea after reboot also it comes hehe :p
and ok I'll exclude it from the list but still it feels not right without fixing or trying to know about it exclude it :(.

Remember using a Registry Cleaner doesn't mean "what it finds" needs to be removed.

I would advise adding it to the Exclusions list. I did the same when I used MSO Starter, after disabling their services. Running the program would re-create those registry keys.
