Constant CPU Usage in idle

What have you tried?

Scanned with Malwarebytes,Emsisoft and Norman

I have this annoying problem in Windows 8.1 N Pro x64. CPU usage is always up 30% in idle, and sometimes it slows system down, you can see in picture below:

Is this malware related or something else ?
