Edge does not clear browsing data automatically (despite saying it does)

I enable the setting in Microsoft Edge to automatially clear browsing data when Edge is closed (see below).

This always used to work fine. However, recently I have found that it does not work- cookies etc are being retained !!

Does anyone know the reason for this ?
