Troubleshoot Error 0xc0000022

I have a problem guys, after uninstalling a program using Revo Uninstaller my PC is acting weird. I ran some installers from Download folder and I received this error;

Then I opened Secunia PSI to check for the outdated software and it also showed me the same error.

I've also used chkdsk, sfc /scannow, and dism to fix the problem but it said that there's no error. What should I do now?

P.S. I wanna fix it without using system restore.

Thanks @Tony Cole but it didn't not help me to fix the problem.

One reason why I no longer use this Uninstallers, crashed my system once so I have to do some System Restoring.

P.S. I wanna fix it without using system restore.

Why? at least you have that option

Try a to download a new installer

I had the same problem when I uninstalled Opera on WinXP(good old days) a long time ago.................
