Troubleshoot Error Control Panel : Invalid Icon

I am unable to get rid of this FIRST icon (invalid icon) in control panel. The error window is also attached which pops up when I click on this icon. Any help. It has been very irritating.

Look at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ControlPanel\NameSpace

Try this at the CMD prompt

C:
CD \WINDOWS\SYSTEM32
DIR *.CPL /OS

Try to rename the file with 0 file size, if there isn't any try renaming the newest file in the list. Sort of a trial and error method.
