For the record, this is the way to reset certificates, it affects browsers as well.
Basically it removes everything and lets Windows to redownload them fresh.
It is might be useful after malware or AV problem (using its own certificate).

When I opened Edge, it popped a notification for Smart Screen. How is Smart Screen not signed?

Most windows programs are group signed, so software looking into executable metadata think it is unsigned, for me the reason to drop it because it nagged me about safe windows software.
