I have over 200 saved bookmarks, how can I check that they are all safe (i.e. not harmful, phishing/scam, taken over, HTTP)?

AM-DeadLink 5.0 could be an option, it checks if a HTTP URL redirects to a HTTPS version, but it doesn't check for phishing/scam and taken over.

Wouldn't the local security solution then detect a dangerous page?

That's a great question but I'm also not worried since hopefully Google safe browsing will warn you the moment you click the bookmark. But it would be great if Chrome/Firefox scanned bookmarks for malware and notified you.
