Hi, I can't refresh system to default settings, can't install OS from DVD Disc with keeping personal data files, only "delete all" option is possible to choose. It's gone, I must to refresh the system with the files keeping. When i try to refresh the system pops up the message "during restore settings to initial settings encountered unknown error,No changes have been made" Booting from DVD in BIOS, it ends up the same.

At least try to run it so we can see if there are errors in your volume bitmap and file structures.
That is why many times I am reluctant to help, rarely will people follow through.
The chkdsk /f/r would have most likely solved his issue, yet he failed to apply the suggestion.
Oh well, its his issue.
Good Luck helping him @WinXPert
I'm done here ;)

I know, been there a lot too. Anyway, not my loss if he won't do a CHKDSK.
