I need some help please.

So my computer has been completely taken over from hackers. They lock me out of important system files, don't alloy me to install certain programs. And monitor everything I'm doing remotely. Can anyone help me fix this none sense.

The list of users on my computer is 40+. Names like.

Iusr
Device Owners
Dial up
Batch
Distributed Com users
Guest, Guests
Local account
Local account and members of the adminstrative group
Remote Management Users
Service
Terminal Server User
This organization Certificate
Performance log users
Performance Monitor users
Service asserted identity
System management accounts group
Users
WdAgutilityAccount
Remote Interactive logon
..... And 20+ more... What is going on and please help me fox it. My privacy is important to me and I feel vialated.
