Infected badly enough for the bank to notice. Can't access various programs.

Can't access certain programs, specifically Windows Defender and Windows Firewall. Defender error "Windows cannot access the specified device, path of file. You may not have appropriate permissions" Firewall error "Windows Firewall can't change some of your settings. Error code 0x80070422"
