I've been having serious issues with internet. Symptoms include pages hanging, DNS "resolving host", slow downloads, sometimes pages not loading at all, issues loading router-settings (192.168...) and recently emails from my domain's email not sending emails to Gmail users.
My laptop was exhibiting similar problems and for now is in the "too hard basket". I reinstalled Windows on my PC and it seemed to be okay, but soon after exhibited similar problems. I purchased a new router and reconfigured that. My network card seems to be okay. I've done speedtests online and occasionally I get the full 2.5mbs a sec, but often it seems rate-limited to .02 for no reason. The Mac on the network seems to be browsing fine.
Avast appears to have a virus definition that is up-to-date, but in actual fact is ahead of the virus definition releases on their website, which makes me sceptical things are ok. Malwarebytes recently came up with nothing, but have uninstalled, and will attempt Chameleon.
I'm really frustrated I've gone to such lengths to stay protected and reinstalled and still have issues. (I plan to buy a premium copy of an Antivirus as per your sites recommendations.)
