yes it is safe to use! I have used ut myself for many years 
but always check what it adds and uncheck the things you dont want to be deleted.

Well no any critical location which could affect system files nor windows OS files therefore safe to use. (I've used it before)
Just watch from warning like from Skype where messages will be deleted if you select the option for cleaning.

Yes, it is safe to use. But as @Huracan said, it will slowdown CCleaner meaning that the application will be sluggish & unresponsive at times.
I've used it once and it slowed down CCleaner greatly.
I'd only suggest it if you have a good memory level.

I remember there's a bat file along with it that speeds up the loading speed.
I have 8 GB RAM and it will still freeze a bit loading the application panel. I mean, it's not a freeze, it's just a loading icon for about a couple of extra seconds. Them it will work with no issues.
