its a scareware site.
Yes I agree, it used to be a trusted source for port scans but not it gives you fake results and tries to get you to buy Outpost Pro products.

Recommendation:
Install personal firewall software. PC Flank recommends Outpost Firewall Pro.

If you have already installed and are using a firewall, check if it is set to make all the ports of your computer invisible (hidden). If it is, then get new firewall software and redo this test.

What a scam that is, when I do the same port scan with ShieldsUP it says.

Your system ignored and refused to reply to repeated Pings (ICMP Echo Requests). From the standpoint of the passing probes of any hacker, this machine does not exist on the Internet. Very nice.

Stealthing is a gimmick.
First off it contravenes nearly every internet protocol in regard to connectivity.
If you were truly invisible you would never be able to connect to a single website.Every website you visit has to by protocol reply to a ping request.

In fact when a firewall drops those SYN packets it in fact discloses that a device is connected.The proper response should be "host is unreachable".
